1,450 members of the Aviation Security Force (AVSEC) are working in the security of airports across the country. As the Armed Police Battalion (APBN) in charge of security stopped working after the change of political party on August 5, the entire responsibility of security went to the hands of Avsec. The police returned to work but did not regain responsibility. The aviation ministry has sought an explanation from the chairman of the Civil Aviation Authority (BABIC) regarding the performance of the Air Force’s duties. The finance ministry has also objected to the secretary of the aviation ministry.
Those concerned say that the APBN members refrained from performing their duties at the airports after August 5. Since then, AVSEC consisting of Air Force personnel has been engaged in security. They are playing a leading role especially in the apron area. Earlier APBN members used to perform duties there. APBN members were not allowed to perform their duties in the apron area of Hazrat Shahjalal International Airport even though all of APBN returned to work on the orders of police headquarters. Apart from this, some more members of the air force were deployed in Shahjalal for the sake of security when the Ansar members went on the agitation.
Meanwhile, the Ministry of Civil Aviation and Tourism has written to Babychak asking for an explanation regarding the increase in manpower of Evsec at the airport. The letter was sent to Babych on November 3.
In the letter signed by Ruman Yasmin, Senior Assistant Secretary (Routine Duty) of the Ministry of Civil Aviation and Tourism, it is said that the number of Air Force personnel engaged in security at the airport has been increased step by step from the approved number of 2021, in which process and with the approval of which authority, an explanation has been given.
On the other hand, the Ministry of Finance has asked Bebichak to know in writing on whose orders Air Force personnel have been deployed in Shahjalal. At the same time, it was asked whether there is an opportunity to deploy Air Force personnel at the airport as per the provisions of the ‘In Aid to Civil Power Act’.
On October 29, a letter signed by Syed Ali Bin Hasan, Deputy Secretary of the Ministry of Finance, was given to the Babychak Chairman. Bebichak accepted the letter on 30 October. The letter has asked whether the consent of the Chief Adviser, Chief Adviser to the Ministry of Defense has been received regarding the inclusion of 1,450 members of the Air Force under the Aid to Civil Power Act. Whether Air Force personnel are allowed to engage in Aid to Civil Power Act as per BABICHAK rules or regulations? In Aid to Civil Power Act What are the relevant laws and regulations regarding payment of allowances to Air Force personnel engaged? And the amount of financial accumulation to pay the allowance from Babychak’s own funds, whether the money is compatible with Babychak’s financial year-wise income and expenditure has also been requested.
It is known that among the posts under the approved manpower structure of Babychak, 489 vacancies of the Aviation Security Department are provided on a priority basis for recruitment and training of manpower and after training, there is an opportunity to be posted at Shahjalal Airport. In that case, there will be no requirement to bring members of the Defense Forces to the airport outside of their assigned duties. From December 31, 2021, 160 people of Bangladesh Air Force and 79 people of Bangladesh Police are working in Shahjalal without the approval of the Ministry. Among them, no law or rule or rule approved by the government was followed for payment of daily allowance and clothing allowance to air force members, the ministry said.
Then on October 3 this year, Bebichak again applied to the ministry. There, approval was sought for the appointment of 328 people, including about 1,000 others. About 850 members of the Air Force are currently on duty before this approval.
According to the sources, the manpower of Evsec under the control of Civil Aviation is beyond the approval of the Ministry. The Civil Aviation Authority has recruited more than 500 personnel from the Air Force without the approval of the Ministry. Civil Aviation Chairman Air Vice Marshal Manzoor Kabir Bhuiyan said, “It is routine work.” Answered the questions asked of us.
